Memorandum
Your approval is requested to authorize the purchase of replacement side profiles for screw pumps #4 and #5 at the Water Resource Recovery Facility (WRRF) in the amount of $29,000.00.

The screw pumps are part of the WRRF's raw sewage lift station which is responsible for pumping incoming wastewater through the WRRF for treatment. These pumps are crucial in preventing wastewater from backing up in the sanitary sewer and causing a sanitary sewer overflow or into the basement of homes.

On May 22, 2024, Spaans Babcock performed a condition assessment on the WRRFs screw pumps. In the report for screw pumps #4 and #5 they detailed the side profile steel showed significant delamination and broken supports due to the corrosive atmosphere. Replacement of the side profiles was suggested to extend the life of the pumps (estimated at 5-10 years of additional life) and prevent the failing side profiles from damaging other parts of the equipment.

Spaans Babcock Inc. is the sole supplier of Spaans Babcock screw pumps and spare parts, this includes side profiles and deflectors. Screw pumps #4 and #5 were manufactured by Spaans Babcock Inc.

It is recommended that City Council approve a sole source purchase order for the replacement side profiles on screw pumps #4 and #5.

Budget/Fiscal Impact: Funds to finance this purchase are included in the approved FY25 WRRF Operations and Maintenance budget of the sewage disposal system. City Charter language requires sole source procurement over $25,000.00 receive City Council approval.
