Memorandum
Attached for your review and approval is a resolution approving a Professional Services Agreement with Community Action Network related to support services as part of the Bryant Neighborhood Decarbonization Project.

In July 2023, City Council approved a Professional Services Agreement ("PSA") with Community Action Network ("CAN") (R-23-242) to support community engagement and outreach activities happening in the Bryant Neighborhood as part of the Bryant Neighborhood Decarbonization Project. That PSA was for three years at an amount not to exceed $75,000.00 per year.

Since that time, work in the Bryant Neighborhood has picked up immensely. We have secured millions worth of grant funding and have been administrating home assessments and improvements in dozens of homes. And, with the Office of Sustainability and Innovations recently securing an additional $3.1 million in grant funding from the Michigan Public Service Commission ("MPSC") to facilitate more improvements in the Bryant Neighborhood, the work will only continue to increase.

Given that CAN is a critical collaborator in the Bryant Neighborhood Decarbonization Project and that work in the Bryant Neighborhood continues to grow as more grant funding is secured and more residents express interest in participating in the project, the Office of Sustainability and Innovations would like to expand CAN's scope of services, increase the annual amount of compensation, and extend the term of CAN's contract. Staff recommend the best way to do this is to terminate CAN's existing PSA and replace it with the new PSA that is up for City Council's consideration.
