This memorandum and resolution requests approval to award a construction contract with Weiss Construction Co. LLC in the amount of $1,910,734.00 for the Valve and Finished Water Tank & Reservoir Improvements Project (CRFP 22-53).
The City of Ann Arbor Water Treatment Plant (WTP) operates with infrastructure of various ages, dating back to 1938. Many of the WTP valves and piping are over 50 to 70 years old. Major improvement projects in the 1960s replaced valves that are critical for isolation of reservoir sections and raw water supply and are approaching 60 years old. As a result of on-going condition assessments and evaluations, several of these valves have been identified as in immediate need of replacement, including associated valve vault improvements for safe access and operation. In addition, portions of filter effluent pipe installed in the 1960s was found to have extreme corrosion is in urgent need of specialty spot repair.
The WTP also operates and maintains several finished water outstation pump stations and storage facilities of varying age throughout the distribution system. The finished water storage facilities are inspected every five (5) years to assess condition and identify any deficiencies with the Michigan Safe Drinking Water Act as identified by the Michigan Department of Environment, Great Lakes, and Energy (EGLE).
The scope of this project includes replacement of aging and inoperable critical valves, associated access vault and structural repairs, filter effluent pipe repairs, as well as improvements at Manchester Elevated Tank and North Campus (Plymouth Rd) Elevated Tank to meet requirements of Rule 325.11112(c).
