Resolution to Approve a Contract with the Michigan Department of Transportation for the Seventh Street Capital Preventative Maintenance Project

Attached for your review and consideration, please find a resolution to approve a contract between the City of Ann Arbor and the Michigan Department of Transportation (MDOT) for the construction phase of the Seventh Street Capital Preventative Maintenance (CPM) Project between Miller Avenue and Lutz. The agreement prescribes the cost sharing of the construction, as well as each party's rights and responsibilities, and is required for the project to receive its share of federal funding from the Surface Transportation Program (STP).
The Seventh Street Project includes removing and replacing the upper 2 inches of the existing asphalt pavement, repairs to the underlying pavement where needed, minor ADA accessible ramp upgrades, and pavement markings. These preventive maintenance activities and improvements will assist toward achieving the goals identified in the City's Pavement Asset Management Plan.
The anticipated construction timeframe is late August or early September through mid-October 2025. The work will occur in two stages utilizing part-width construction or a complete road closure. Northbound traffic will be maintained on S. Seventh Street with southbound being detoured. N. Seventh Street will be completely closed with local traffic access being maintained for residents and through traffic being detoured around the construction area. Detours will also be posted for bicyclists using Seventh Street and for pedestrians where the proposed work impacts their mobility.
Completed plans were submitted to MDOT May 7, 2025, and the project was approved and scheduled for the MDOT July 11, 2025 bid letting. This memorandum and resolution were prepared prior to the letting date, so bid prices were not available. MDOT will award a contract to the qualified low bidder and administer the contract.
