Resolution to Approve a Professional Service Agreement with Transportation Engineering Design, DPC for the North Main Street Transportation Study Project ($599,871.00; RFP 25-08)

Attached for your review and consideration is a resolution to approve a Professional Services Agreement (PSA) with Transportation Engineering Design, DPC (TED), an affiliate of Toole Design Group, LLC for the North Main Street Transportation Study project. This project is listed in the Capital Improvement Program (CIP) as TR-AT-24-S1.
On January 9, 2025, a Request for Proposals No. (25-08) was issued for the North Main Street Transportation Study. The city received five proposals on February 11, 2025. A staff selection committee reviewed the proposals and determined the firm most qualified for the work according to several criteria:
* Professional Qualifications (20 points)
* Past Involvement with Similar Projects (25 points)
* Work Plan (25 points)
* Fee Proposal (25 points)
Staff ranked the responding firms in the following order:
1. Transportation Engineering Design / Toole Design
2. TyLin
3. SmithGroup
4. Spalding DeDecker
5. Progressive Companies
The staff selection committee decided to interview the top two consulting teams, TED and TyLin. Following the interviews, the staff selection committee selected TED based upon their professional qualifications, past involvement with similar projects, work plan, and fee proposal. TED complies with the requirements of the City's Non-Discrimination and Living Wage Ordinance.
The project is anticipated to begin July 2025 and end June 2026.
Budget/Fiscal Impact: The funding for this work will be provided by a partnership with the Downtown Development Authority through a cost sharing agreement (to be finalized and executed at a later date). City funds will come from the Alterative Transportation Fund.
