Resolution to Approve a Best Source Professional Services Agreement with Integrated Design Solutions (IDS) for Study and Design Required for WTP Environmental Laboratory HVAC System Improvements ($106,915.00)

This memorandum and resolution requests approval of a Professional Services Agreement (PSA) with Integrated Design Solutions (IDS) to perform study and design services required for the Water Treatment Plant (WTP) Environmental Laboratory (Lab) Heating, Ventilation and Air Conditioning (HVAC) System Improvements. The PSA amount is for $106,915.00 and includes study, design and bid phase services. IDS was selected using best-source procurement.
IDS previously completed an independent analysis of the environmental lab HVAC system, in response to on-going issues with HVAC equipment recently designed and installed by others. The evaluation included detailed review of current laboratory practices, review of record documents, analysis and explanation of relevant mechanical and building codes, as well as recommendations. This work was completed through a separate agreement executed through legal services.
The services associated with this best source contract include further evaluation of alternatives to make improvements to the HVAC system and the associated detailed design development of documents for bidding and construction.
IDS is uniquely qualified to complete the evaluation and design of the environmental lab's HVAC improvements. IDS recently completed an independent analysis of the environmental lab the HVAC system, which included site visits, document review, staff engagement, and professional assessment and recommendations.
IDS complies with the requirements of the City’s Conflict of Interest, Non-Discrimination and Living Wage Ordinances.
