Attached for your review and consideration is a resolution approving a Professional Services Agreement with Stantec Consulting Michigan, Inc. (Stantec) for $1,201,360.00 for Construction Engineering Services for the High-Level Trunkline Capacity Improvements Project.
The High-Level Trunkline Capacity Improvements Project (UT-SN-25-01) includes the installation of a 36-inch sanitary sewer along West Washington Street and North First Street to Miller Avenue. The proposed sewer will remove flow from the high-level sanitary sewer trunkline along First Street and divert it to the low-level trunkline in Miller Avenue.
The project was initiated and is primarily funded by the University of Michigan to provide sanitary sewer capacity for the proposed flow from their new Central Campus Student Housing Complex during wet weather events. The project also includes sanitary sewer system improvements along West Washington Street and North First Street which benefit the City's system.
Under the supervision of Engineering staff, OHM Advisors Inc. and their subconsultants Stantec Consulting Michigan, Inc. and Tetra Tech, Inc., created plans and contract documents throughout the last year to meet the project's aggressive schedule.
The construction of the project will be done using a microtunneling technique that City staff does not have expertise in. Therefore, in October of 2025, a Request for Proposal (RFP No. 25-41) was issued to provide construction phase support services to City staff.
