Environmental Commission Resolution to Maintain a High Quality Recycling Program
Memorandum
The attached resolution reinforces the Ann Arbor Environmental Commission commitment to an effective waste management program that focuses on reducing waste, recycling, and composting; and recommends that the Ann Arbor City Council direct the City Administrator to direct staff to establish clear, detailed performance standards and monitoring protocols that ensure the City maintains a high-quality recycling program that prohibits recyclable materials from being diverted to landfills and successfully reduces amount of solid waste from Ann Arbor that is disposed of via landfill.

WHEREAS, Since 1978, the City of Ann Arbor has demonstrated a commitment to reducing the amount of materials going to a landfill through recycling recoverable materials and establishing centers to sell reusable items; and
WHEREAS, Since implementing single-stream recycling in 2010, trash tonnages have decreased by 10 percent and recycling rates have increased by 24 percent; and
WHEREAS, City Council reinforced the City's commitment to recycling by authorizing purchase of a new baler on July 7, 2015; and
WHEREAS, the City's commitment to high-quality recycling services that are consistent with our community's values as well as the safe operation of the City's Materials Recovery Facility (MRF) were also reinforced through a decision to change management at the MRF; and
WHEREAS, the City has signed a contract for interim management of the MRF with Waste Management, and has prepared a Request for Proposals (RFP) for the management of the MRF during an interim period of 12-18 months;
