Attached for your approval is a resolution authorizing an increase in purchasing authority on the construction contract with E.T. MacKenzie Company for the Huron River Drive Culvert Replacement Project, RFP 24-20.
This project consists of replacing 2 each failed culverts (24" and 12") under Huron River Drive west of the Barton Pond parking lot, with a pair of parallel elliptical culverts (30" equivalent). The project ran into complications with shutting down the exiting water main which needed to be lowered, requiring additional line stops and using those line stops use for a longer period of time than anticipated. The project also encountered poor soils in the regraded area upstream of the culvert and required the addition use of rip rap to stabilize the grade.
The proposed change order includes the additional temporary water main line stops, riprap, and the balancing of all other pay items. The initial contract was approved by Council on June 18, 2024, which included a total spending authorization (contract plus contingency) of $634,746.00. The total cost to complete the work was $650,241.62, which exceeded the authorized spending amount by $15,765.62. If this increase in spending is approved, the final change order will be processed, and the project will be closed out.
Budget/Fiscal Impact: Funding for the project is available in the approved Sewage Disposal System Fund and Stormwater Fund Capital Budgets.
