Attached for your review and approval is a resolution to authorize a Professional Services Agreement with ADS Environmental Services (ADS) for the purchase of twelve (12) sanitary sewer flow meters and to perform flow metering services for up to three (3) years. The cost for the meter purchase is $50,580.00; the metering services will be on an as-needed basis at a cost not-to-exceed $50,000.00/year for up to three years. The total contract costs breakdown as follows:

During the 2013 and 2014 Sanitary Sewer Wet Weather Evaluation (SSWWE) project, five potential wet weather capacity issues and one operations improvement opportunity were identified in the sanitary sewer collection system. As a result, in 2016 the City undertook the Sanitary Sewer Improvements Preliminary Engineering (SSIPE) Project to investigate the cause(s) of the potential capacity constrained areas and develop preliminary engineering solutions for each area, based on community values, cost and effectiveness. This work is on-going and preliminary engineering plans for three of the five areas are anticipated to be completed later this year.
It was determined at the end of last year's monitoring period for the SSIPE project that additional flow monitoring is needed for the other two areas to adequately identify the cause of the capacity issues. Rather than add to the SSIPE project scope and budget, it was determined that it would be more cost effective and provide flexibility to the City if the City undertook this effort separately.
