Attached for your review and consideration, please find a resolution to approve a contract between the City of Ann Arbor and the Michigan Department of Transportation (MDOT) for the construction phase of the Packard Street Improvements Project. The agreement prescribes the cost sharing of the construction, as well as each party's rights and responsibilities, and is required for the project to receive its share of federal funding from the Surface Transportation Program (STP).

The Packard Street Improvements Project includes removal and replacement of asphalt pavements along Packard Street from South Main Street to State Street and installation of a new 12-inch water main to ensure water supply and quality needs. Improved features such as ADA compliant sidewalk ramp upgrades, bump-outs, and signal upgrades at the Fourth Avenue and Fifth Avenue intersections, Audible Pedestrian Systems at several intersections, and buffered bike lanes along the corridor will improve the safety of the roadway for pedestrians and cyclists while reducing vehicle speeds. Also, upon detailed study during the design phase, the corridor speed limit was reduced to 25 MPH by the City prior to the project.

The project will be constructed in two phases during 2026, with construction requiring full road closures occurring within the months of May-November to limit impacts to the adjacent businesses, residents, and University of Michigan community. Final acceptance of landscape restoration will be completed in the spring of 2027. The limits and timing of each phase are as follows:
