Resolution to Approve a Memorandum of Understanding with the Continuum of Care Board and Safe House Center to Administer Emergency Housing Vouchers

The Housing Commission’s was awarded 29 Emergency Housing Vouchers (EHV) under the American Rescue Act of 2021 to provide vouchers and additional rental assistance to homeless, at-risk of homeless, survivors of domestic violence and human trafficking and recently homeless households.
HUD requires the AAHC to enter an MOU with the local Continuum of Care as a condition of receiving EHV as well as the local domestic violence shelter, Safe House, if it does not participate in the CoC intake and assessment process.
Attached is a draft MOU that will be presented to the CoC on April 19, 2021 for adoption.

WHEREAS, the Ann Arbor Housing Commission was awarded 29 Emergency Housing Vouchers under the American Recovery Act of 2021; and
WHEREAS, HUD requires the AAHC to enter an MOU with the local Continuum of Care as a condition of receiving EHV as well as the local domestic violence shelter, Safe House, if it does not participate in the CoC intake and assessment process; and
WHEREAS, the AAHC will accept referrals directly from the CoC and Safe House that meet the eligibility under the Act; and
WHEREAS, the AAHC will partner with CoC members and Safe House to provide lease-up support as allowed under the Act: and
NOW THEREFORE BE IT RESOLVED, that the Ann Arbor Housing Commission Board approves the Memorandum of Understanding between the Ann Arbor Housing Commission and the Continuum of Care Board and Safe House Center, as attached hereto.
