Resolution to Award a Construction Contract to Bailey Excavating, Inc. for the Dunmore, Waverly, Weldon, Hartford Water Main Replacement Project ($1,393,088.95)(ITB 4650)

Attached for your approval is a resolution to award a construction contract to Bailey Excavating, Inc., in the amount of $1,393,088.95, for the Dunmore, Waverly, Weldon, Hartford Water Main Replacement Project. The specific limits of this project include:
* Dunmore Road between Sanford and Waverly
* Waverly Road between Dunmore and Weldon
* Weldon Boulevard between Waverly and Winsted
* Hartford Street between Mershon and Winsted
The existing water mains within the project limits are in poor condition and undersized; and thus, in need of replacement. This project will replace the existing water mains with approximately 2,350 feet of new 8-inch ductile iron water main. Also included in this project are drainage structure replacements, street resurfacing, replacement of some curb and gutter, and replacement of sidewalk ramps to conform with the Americans with Disabilities Act (ADA). Construction is scheduled to begin in April 2021 and be completed by August 2021.
Plans and specifications were advertised through BidNet (ITB 4650). Nine bids were received and opened on January 5, 2021. The lowest responsible bid was submitted by Bailey Excavating, Inc. in the amount of $1,393,088.95 which was approximately the same as the engineer's estimate.
Bailey Excavating, Inc. complies with the requirements of the non-discrimination, responsible bidder, and living wage ordinances.
Budget/Fiscal Impact: The current Capital Improvements Plan (CIP) includes funding for the Dunmore, Waverly, Weldon, Hartford Water Main Replacement Project (UT-WS-18-59). Funding for the project is included in the approved capital budgets of the Water Supply System; the Stormwater System Fund; and the Street, Bridge and Sidewalk Millage Fund.
