Resolution to Approve Street Closures for the Downtown Ann Arbor Midnight Madness Events on Friday, December 5, 2025 from 9:00 AM until Midnight
Memorandum
Attached for your consideration is a resolution to approve street closures for the Main Street Area Association's Midnight Madness events. These events are held in conjunction with Kindlefest 2025 whose closure of Detroit Street was previously approved in September at R-25-326. These events have taken place downtown over many years without the additionally requested street closures. This year it is anticipated that there will be a lot more activity in all areas and these street closures will accommodate the larger crowds.

The following street closures are requested:

* S. Main Street between William and Washington
* Liberty from Ashley to Fourth

Notification of the street closings will be provided through the City's website and GovDelivery, the Street Associations' websites.

Whereas, The City has received requests from the Main Street Area Association to close the following streets on Friday, December 5, 2025 from 9:00 AM until midnight for the Downtown Ann Arbor Midnight Madness event:

* S. Main Street between William and Washington
* Liberty from Ashley to Fourth

Whereas, The street closures will be signed, barricaded and properly supervised by the sponsors;

Whereas, The sponsors agree to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City regulations governing the use of the streets and will reimburse the City for all event expenses; and

Whereas, Notification of the street closings will be provided through the City's website and GovDelivery and the applicants' communication with neighboring businesses;
