Updated Ann Arbor Sustainable Energy Utility Regulations

Attached for your review are proposed updated regulations governing the conditions of service for the Ann Arbor Sustainable Energy Utility (A2SEU), as enabled by Section 2:406 of Chapter 35 (Sustainable Energy Utility), Title II (Utilities and Services) of the Code of Ordinances of the City of Ann Arbor. These Regulations shall take effect 30 days after being filed with the City Clerk unless modified or disapproved by the City Council. These Regulations were filed with the City Clerk on October 20, 2026.
These regulations update those promulgated for the first time in April 2026. The updates primarily serve to clarify certain definitions and to add details of service provisions for multi-tenant or landlord/renter properties where the Property Owner and the Customer are different individuals. The A2SEU is delighted to have served many rental properties in its pilot operations and is preparing to serve more - including multi-family properties - in 2027. These updates help ensure clarity around each party’s role and responsibilities.
