Resolution to Approve Transportation Alternative Program Project Funding of the Gallup Park Pathway
Memorandum
Attached for your review and action is a resolution to approve a Transportation Alternatives Program Grant from SEMCOG and MDOT to fund improvements to the Gallup Park Pathway. The City of Ann Arbor was awarded $447,500.00. This grant will fund renovation of the path from the Geddes Dam at the east end of the Gallup Park Pathway to the parking lot east of Huron Parkway.
Budget/Fiscal Impact: The Parks and Recreation Maintenance and Capital Improvements Millage will provide funding for construction for the grant match in the amount of $200,000.00 for the $447,500.00 grant for a total construction project budget of $647,500.00. These funds are already approved in the FY16 parks capital budget.
The City is committing to owning, operating, and funding/implementing a maintenance plan/program over the design life of the facility constructed with TAP funds.
The Gallup Park Pathway is an important part of the Border to Border Trail (B2B) and the State of Michigan Iron Belle Trail that runs through the City along the Huron River connecting communities across Washtenaw County. The Gallup pathway is one of the most popular segments of the B2B in the County, serving as both a recreational and commuter route.
The pathway is in need of repair of the asphalt and widening to 10 feet to meet the current American Association of State Highway and Transportation Officials (AASHTO) Standards. The project will improve user safety and accommodate the diverse user groups that ride, walk, rollerblade, and commute along this trail. The Parks and Recreation Open Space Plan specifically states the need for the renovation of trails systems throughout Gallup Park. These improvements are also noted in the CIP.
