Memorandum
Building and Rental Services seeks to expand the plan review and inspection services provided by Carlisle Wortman Associates, Inc. ("Carlisle Wortman") to ensure the level of inspections and plan review services remains consistent as building services transition staff, backfill open positions, and complete an RFP process. Bids for the RFP are due June 4, 2025; therefore, we anticipate a selection will be made by mid-July, with a final contract for Council approval in August 2025.

As of October 2024, building services has promoted two development inspectors into management and lost one plumbing inspector to a different municipality. The promotions and losses have created a gap of three field positions in plan review and plumbing inspections, which warrants additional help from our third-party vendor.

Carlisle Wortman has been a service provider to the Building and Rental Services area for over seven years, helping the service area maintain inspection and plan review expectations. This Amendment 1 to the Professional Services Agreement will enable Carlisle Wortman to extend additional resources to help meet the demands of inspections and plan review until City staff have backfilled open positions.

The scope of work will remain the same, with no change in services or terms of the contract. The contract includes administrative support, planning administration, building, trade, rental inspections within 24 hours of the City's request, and regular plan review services to meet service demand. These are on-call, need-based services designed to allow the Building and Rental department flexibility and capacity at high-demand times.
