RESOLUTION TO APPROVE A CONTRACT WITH HURON VALLEY ELECTRIC FOR PARKING STRUCTURES LIGHTING UPGRADES PROJECT

Background: The DDA's 20-year structure maintenance plan includes a schedule for replacing lighting systems, and the Fourth & Washington and Forest structures have been identified as priorities. Parking facility lighting is vital to traffic and pedestrian safety, user comfort, and security. Both locations have systems that are over 20 years old and include inefficient metal halide fixtures. DDA engineers, Fishbeck, evaluated both locations and provided an assessment and recommendation for upgrades. Their evaluation also included a review of the City's lighting ordinance and identified lighting options that met the intent of the ordinance. The new lighting design will include motion sensors, diming capabilities, daylight harvesting, simplified programming, and provide shielding where necessary. In addition to reducing operational and maintenance costs, this project will improve efficiency. LED fixtures and system controls will provide an approximate 70% reduction in kVA.
The current battery system for emergency power at Fourth and Washington is inoperable and cannot be repaired. A reliable emergency power system is critical at this location to provide emergency lighting, elevator and equipment service, and continued operation of sump pumps and mechanical ventilation systems in the underground levels of the structure.
Overview & Scope: Project scope includes a one-to-one replacement of approximately 890 fixtures, power distribution upgrades at Fourth & Washington and Forest, and the installation of a natural gas line and generator at Fourth & Washington.
A Request for Proposal for this work was released in October and three responses were received. Staff reviewed and scored the proposals and recommend approving a contract with Huron Valley Electric for $1,357,721.88 and establishing a 10% project contingency.
