Resolution to Approve a Sole Source Contract with Preservation by Design LLC to Perform Restoration Work on the Cobblestone Farmhouse ($32,296.00)
Memorandum
In March of 2025, Parks & Recreation staff met with the Cobblestone Farm association regarding some concerns with the north facing wall of the garage/carriage house on the historic farmhouse. It was decided that removing and replacing the siding on that north wall was needed. Considering this is a historic building, we reached out to the Cobblestone Farm Association and the HDC for recommendations of vendors with the experience and skills required for this restoration. Only one vendor, Jeff Weatherford (Preservation by Design LLC) had the time and interest to take on the job. He was highly recommended by the Cobblestone Farm Association since he specializes in restoring historic buildings. He presented a plan that will match materials of the site. Parks & Recreation staff consulted this plan with HDC and it was approved.
Budget/Fiscal Impact: Funds to finance this purchase are included in the approved FY26 Parks Maintenance and Capital Improvements Fund expenditure budget. Sole source procurement over $25,000.00 must receive City Council approval upon a recommendation of the City Administrator.
