Resolution to Accept Road Certifications from Washtenaw County
Memorandum
The attached resolution recommends accepting the certification of 3,421 feet of road on Nixon Road, Huron River Drive, Geddes Avenue, and Dexter Avenue.
In order to receive Act 51 funding, the City Street Administrator must maintain up-to-date, accurate Street System Maps. Act 51 gas tax funds are collected by the state and then redistributed to respective municipalities based on a set formula for the sole use of maintenance and repair of major and local streets. To amend an Act 51 Street System Map, the state requires that administrators submit specific, detailed information and forms. One of the requisite amendment documents is a resolution adopted by the municipal governing body outlining and approving the requested changes/amendments.
The proposed road certification transfers are a result of discussions with staff from the Washtenaw County Road Commission (WCRC) in order to clean up several road segments located within the City of Ann Arbor. The criteria used in the past for such jurisdictional transfers within the City boundary have been that the adjacent properties on at least 50% of the road frontage are City parcels. All of the above referenced locations meet those criteria. City staff has also reviewed the condition of the pavement and other infrastructure at these locations and found it to be in acceptable condition.
The WCRC has agreed to the proposed road segment transfers, which was approved by the County Board on September 6, 2016 (see attached). Upon approval of this resolution, the City will assume maintenance responsibilities for these roadways, and once the Act 51 map is updated, will begin receiving additional gas tax funds for the additional road length; which is estimated at approximately $30,000.00 per year.
We hereby request your approval to transfer agency jurisdiction from Washtenaw County Road Commission to the City of Ann Arbor.
