Resolution to Accept a Proposal from Fishbeck for Engineering and Parking Consulting Services for an Update of the Parking Facility 20-Year Maintenance Plan

Background: The DDA's current as-needed engineering services and construction engineering support contract is with Fishbeck. Fishbeck was selected by the DDA in 2021 following a Request for Proposal process.
Overview & Scope: The parking system maintains a 20-year planning document to inform CIP planning and budgeting. The plan outlines expected repairs and replacements for both structural and mechanical elements in the eight parking structures. The plan is updated every three years and is due to be updated in 2026. The scope of work includes visual inspections, documentation of need, and cost estimating. This year's update will also include a detailed review of mechanical systems at the Ann Ashley and Maynard structures, and narratives for each facility identifying anticipated significant projects and expected service life.
The Fishbeck proposal for this project is $90,700.00. Staff recommended approval.

Whereas, Annually the DDA undertakes necessary repairs to keep the parking facilities in good condition;
Whereas, The DDA maintains, for planning and budgeting purposes, a document outlining the next 20 years of expected repairs and maintenance, and this document is updated every three years;
Whereas, In December 2021, following a Request for Proposal process, the DDA Board selected Fishbeck to perform parking facility related engineering and consulting work on an as needed basis;
Whereas, Fishbeck's cost proposal to update the 20-year plan is $90,700.00 and there are adequate funds available in the Parking CIP budget;
RESOLVED, The DDA Board accepts the proposal from Fishbeck for $90,700.00 for engineering and parking consulting services related to an update of the 20-year maintenance plan, with funds coming from the FY26 and FY27 Parking CIP fund.
