Memorandum
Attached for your consideration is a resolution to approve the closing of Liberty Street between Fifth Avenue and Division for the Out of the Darkness Walk on Sunday, October 6, 2024 from 6:00 AM until 4:00 PM.

The Sponsor, The American Foundation for Suicide Prevention, is hosting an event to advocate for research and education around suicide. The organization's mission is to "save lives and bring hope to those affected by suicide." The Walk will begin and end in Liberty Plaza. The street will close to allow vendors and information booths to occupy the area. While one block of Liberty will be closed, the path of the Walk will utilize Division from Washington to Packard, Packard to Main, Main to Washington, Washington to Division and back to Liberty Plaza. This part of the Walk will be handled as a soft closure with police escort, similar to Take Back the Night. The Walk itself will take place from 12:15-1:15, so the impact to traffic will be minimal.

The sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, and to comply with all City regulations governing the use of the streets and will reimburse the City for all event expenses.

The event has been coordinated with all relevant City service areas for the purposes of traffic control and for the protection of the health and safety of the participants and the general public.
