Memorandum
Attached for your review and approval is a resolution to approve a general services contract with Miller-Boldt, Inc. in the amount of $104,040.00 for the installation of large water meters within the City as part of the Large Water Meter Replacement Project.

This contract is necessary to complete the Large Water Meter Replacement Project, which will permit replacement of the remaining large (1.5" and larger) water meters that have reached the end of their useful life. In addition, the battery life (approximately 15 years) of existing MTUs has been reached. Failure of either would result in a loss of, or inaccurate, water/sewer use data.

Under this contract, Miller-Boldt, Inc. will provide overall project management and installation services for the Project including overall coordination, customer outreach, scheduling, and the installation of new electromagnetic water meters and MTUs. The contract also includes gathering customer water service line material information to comply with the Lead and Copper Rule, as well as surveying properties for compliance with the City's Cross Connection Control Program.

Public Works is requesting a 20% contingency for the program due to the various existing conditions at each meter replacement location. Furthermore, a high probability exists of additional large water meters being added to the scope as deemed necessary during the agreement duration.

In response to RFP No. 25-46, 2 proposals were received on October 22, 2025. Miller-Boldt, Inc. was awarded the highest score by the selection committee using the City's point-based evaluation process. Therefore, staff recommends awarding the contract for this project to Miller-Boldt, Inc.

Miller-Boldt, Inc. complies with the requirements of the City's Non-Discrimination and Living Wage ordinances.
