Stormwater Utility Regulation Additions - Industrial Stormwater Program
Memorandum
Attached for your review are proposed additional regulations establishing the Stormwater Utility as authorized by Section 2:217(1)(b) of Chapter 33 (Stormwater System), Title II (Utilities and Services) of the Code of Ordinances of the City of Ann Arbor. Pursuant to Code Section 2:217(2), “These regulations shall take effect 30 days after being filed with the City Clerk unless modified or disapproved by the City Council. Regulations which are modified by City Council take effect 30 days after the modification.” These Regulations were filed with the City Clerk on October 6, 2026.
These additional regulations summarize and set out the City’s Industrial Stormwater Program which is required by the City of Ann Arbor Municipal Separate Storm Sewer System (MS4) Permit No. MI0053856 issued by the State of Michigan, Department of Environment, Great Lakes, and Energy.
