State Street Business Improvement Zone Election Results
Memorandum
On July 15, 2024, City Council adopted a Resolution to Approve the State Street Business Improvement Zone (BIZ) and Zone Plan and ordered an election pursuant to Michigan Public Act 120 of 1961, as amended, to allow eligible property owners to adopt, or not adopt, the proposal, including the Zone Plan.
Following Council approval, a ballot by mail election was established and conducted by the City Clerk’s Office. Ballots were mailed to eligible property owners at the end of July and were due back to the City Clerk by 5:00 p.m. on August 28, 2024.
The canvass of the returned ballots was completed on Friday, September 6 by the City Clerk. Of the 139 owners of eligible properties, 44 completed ballots by the deadline, with an overwhelming majority of those voting in support of the BIZ Initiative (93.94%). The election was the final step required for the establishment of the BIZ district, which will now operate for ten years beginning on the date of approval by the more than 60% eligible owners.
