Memorandum
In March of 2024, Parks & Recreation had to vacate the Farmers Market office building after it was deemed unsafe and staff began demolition planning. Parks & Recreation staff solicited informal bids for portable trailers to use as a temporary office for the Farmers Market staff for the duration of the demolition, forthcoming public engagement process, and beyond. It was determined that Williams Scotsman, Inc. offered the best blend of features needed for operation of the Farmers Market, including size and cost. Williams Scotsman, Inc. was able to deliver the trailer to the location in April 2024 and has been there since that time. Farmers Market staff are currently operating the from this trailer. Because of the initial timing for the portable trailer rental, the Purchase Order (PO#2024-804) spans 16 months, which causes the total PO value to exceed $25,000.00.

Continuation of the rental from Williams Scotsman, Inc. will minimize disruption to Farmers Market staff, vendors and patrons. With the rental price remaining the same as it was in April 2024, this portable trailer will continue to offer the best blend of features, including size and cost.

Budget/Fiscal Impact: If approved by City Council, the City will increase PO #2024-00000804 from $18,222.28 to $27,119.92 (a $8,897.64 increase). Funding for this increase is available in the FY 2025 Parks Maintenance & Capital Improvements millage budget.
