Resolution to Accept a Proposal from Schindler Elevator Corporation for Forest Parking Structure Elevator Modernization

Background: Reliable elevators are very important to the operation of the parking structures. In 2021 the DDA hired an elevator consulting firm, VDA, to inspect parking system elevators and develop a capital maintenance plan. The 2021 plan identified modernization of both Forest structure elevators in the next 3 years, and funding for this work has been included in the CIP. Obsolete components make repairs difficult and can mean lengthy shutdowns.
The Forest parking structure is co-owned by the City of Ann Arbor and the University of Michigan. Facility operating, maintenance, and capital expenses are shared with UM based on the ownership allocation outlined in the City/UM Parking Structure Agreement, 68.05% City and 31.95% UM.
Overview & Scope: The attached resolution authorizes the acceptance of a proposal from Schindler Elevator for the modernization of both Forest elevators with a proposed cost of $716,179.00. The proposal document includes project scope and listing of components. There is a fourteen-month lead time, followed by twelve to fourteen weeks of work per elevator. Funds for this project will be expended across multiple fiscal years. UM will pay their portion of the expense as part of the annual reimbursement process.

Whereas, Reliable operation of elevators is integral to the functioning of the parking structures;
Whereas, The DDA's elevator maintenance contractor, Schindler Elevator Corporation, recommends modernization of both elevators at the Forest Parking Structure, and this recommendation is in line with reports from VDA Elevator Consulting, a third-party elevator consulting firm that inspects parking system elevators every five years;
Whereas, The Schindler proposal for this work is $716,179.00;
