Attached for your review and consideration is a resolution approving a Professional Services Agreement with Covalence Consulting Inc., for dedicated UKG Pro Support on an as-needed basis ("Agreement"). The Agreement is for three years, with a cost of $85,000.00 annually, totaling $255,000.00. Covalence Consulting, Inc. was selected using best-source procurement.
UKG Pro software serves as the Human Capital Management platform employed by the City to oversee its Human Resources and payroll systems. This software effectively manages various functions, including payroll processing, time and attendance tracking, talent acquisition, and benefits enrollment. To ensure optimal performance during system enhancements and modifications, support services are often necessary to facilitate seamless transitions and maintain operations without disrupting employee payroll. Covalence Consulting, Inc. has established itself as a specialist in the UKG platform and has adeptly supported the City in recent projects, including the successful conversion to a web-based version of the software. Additionally, this project involved thorough documentation of our processes, adhering to best practice recommendations.
During the contract period, the City has planned several high-level projects requiring support that include the following:
* UTA upgrade project
* UTA to WFM project scope, requirements, and implementation (12 month project)
* Human Resources - Benefit Plan Consolidation
Budget/Fiscal Impact: Funding for the first year of these services is included in the approved FY 2026 Financial and Administrative Services and Human Resources Operations and Maintenance Budgets as appropriate. Funding will be available in subsequent budgets pending City Council approval.
