Memorandum
Attached for your review and consideration for approval is a resolution authorizing Professional Services Agreements with Intertek - Professional Service Industries, Inc. (Intertek - PSI) for $450,000.00; Materials Testing Consultants, Inc. (MTC) for $820,000.00; NTH Consultants, Ltd. (NTH) for $800,000.00; and Somat Engineering, Inc. (Somat) for $220,000.00 for Construction Materials Testing Services to be performed on an as-needed basis for a variety of capital improvement projects managed by the Engineering Unit. The services provided will include materials testing of soils, concrete, and asphalt materials for construction projects to assure the delivered materials and their placement meet the City's standards.

In December 2025, the City received proposals in response to RFP No. 25-61 from six (6) firms for construction materials testing services during the 2026 and 2027 construction seasons. A staff selection committee reviewed the proposals and determined the firms most qualified for the work according to several criteria:

* Professional Qualifications (20%)
* Proposed Work Plan (30%)
* Past Performance (30%)
* Fee Proposal (20%)

Staff ranked the responding firms in the following order:

1. NTH Consultants, Ltd.
2. Materials Testing Consultants, Inc.
3. Intertek - Professional Service Industries, Inc.
4. Somat Engineering, Inc.
5. TYME Consulting Engineers, Inc.
6. Testing Engineers & Consultants, Inc.

The selection committee decided that the top four firms were qualified to perform the work and found their fee proposals to be reasonably comparable. To provide flexibility and adequate coverage for all the City's construction projects...
