Ann Arbor Sustainable Energy Utility Regulations
Memorandum
Attached for your review are proposed regulations governing conditions of service for the Ann Arbor Sustainable Energy Utility (A2SEU), as enabled by Section 2:406 of Chapter 35 (Sustainable Energy Utility), Title II (Utilities and Services) of the Code of Ordinances of the City of Ann Arbor. These Regulations shall take effect 30 days after being filed with the City Clerk unless modified or disapproved by the City Council. These Regulations were filed with the City Clerk on April 10, 2026.
These regulations lay out, for the first time, the conditions of service for the A2SEU. They include definitions, eligibility requirements, processes for electing and terminating service, City responsibilities, customer responsibilities, and more. Adoption of these regulations is an important milestone as the A2SEU begins serving its first customers.
