Title

An Ordinance to Amend Chapter 93 (Alarm Systems) of Title VII of the City Code of Ordinances

Memorandum

Staff recommends an amendment to Sections 7:400, 7:402, 7:403, 7:404, 7:405, 7:406, 7:407, 7:408 and 7:409  regarding alarm registration, found in Chapter 93, Title VII of the City Code.

 

This resolution seeks to amend Chapter 93 (Alarm Systems) of Title VII of the Code of the City of Ann Arbor by eliminating the requirement that alarm owners must register their alarm with the Ann Arbor Police Department.

 

Alarm owners provide all necessary contact information to their alarm company at the time of contracting with the alarm company.  When an alarm activation is called into dispatch, the alarm company contacting dispatch already has the information that must be provided to dispatchers; therefore, it is redundant for the City to collect this information.  Staff recommends that all references to alarm registration be removed from Chapter 93 of the Code of the City of Ann Arbor, and that the $37 alarm registration fee be eliminated as well.  The attachment indicates the requested changes to Chapter 93 (Alarm Systems) of Title VII of the Code of the City of Ann Arbor.  These changes are requested to be effective as of January 1, 2026.

 

Budget/Fiscal Impact: The impact of the removal of the alarm registration fee from Chapter 93 and its associated revenue is expected to be neutral due to an increase in the false alarm response fee.
