Attached for consideration is a resolution authorizing execution of the Marijuana Excise Tax Rebate Grant Agreement Between the City of Ann Arbor ("City") and the Home of New Vison, a Michigan non-profit corporation.
The proposed Grant Agreement seeks to grant $85,000.00 from the Marijuana Excise Tax Rebate Funds to the Home of New Vision ("Grant Funds").
The Home of New Vision's Engagement Center operated as a 24-hour crisis intervention facility, offering a safe and supportive environment for individuals in active addiction. It served as a vital resource to our community, providing essential support to hospitals, emergency responders, and law enforcement personnel. The Engagement Center has been a resource for individuals with substance use disorder to find support and navigate access to substance use treatment in and around the Ann Arbor Community.
On April 01, 2025, Home of New Vision closed the Engagement Center due to a sudden stop work order from the Community Mental Health Partnership of Southeast Michigan (CMHPSM) following the termination of the federal funds that provided funding for the Engagement Center.
With the support of the City of Ann Arbor, on or about June 01, 2025, Home of New Vision will reopen the Engagement Center as a Clinical Withdrawal Management facility, as licensed through the State of Michigan Licensing and Regulatory Affairs (LARA), with the inclusion of two (2) beds providing the walk/drop-in engagement services of the original model.
Pursuant to the Grant Agreement, Home of New Vision will support a 24-hour crisis intervention and substance abuse programs by using the Grant Funds for programming the Engagement Center, including Clinical Withdrawal Management services.
