Resolution to Approve a Sole Source Purchase Order with West Shore Services, Inc. for Replacement of Outdoor Warning Siren Controllers and Cabinets ($55,870.00)

Attached for your review and action is a resolution to approve a sole source purchase order with West Shore Services, Inc. in the amount of $55,870.00 for the replacement and installation of five controllers and cabinets serving the City's outdoor warning siren system.
The replacement controllers and cabinets are required to maintain the operational reliability of the City's outdoor warning siren system. West Shore Services, Inc. is the sole source provider for Federal outdoor warning equipment in the State of Michigan. Additionally, West Shore Services, Inc. provides inspection, preventative maintenance, and repair services for the City's Federal 2001 outdoor warning siren system under a fully executed General Services Agreement through June 30, 2030. The proposed work will be coordinated with the annual preventative maintenance visit, resulting in a $2,500.00 discount.
The City evaluated whether to continue maintaining the outdoor warning siren system due to its substantial maintenance costs and the availability of modern alerting systems. Following thoughtful input from thousands of community members, the City determined in April 2026 to retain and invest in the outdoor warning siren system. Replacement of the five controllers and cabinets is necessary to support that decision and sustain the system's ability to provide outdoor emergency notification.
West Shore Services, Inc. will perform the work in compliance with applicable statutory, regulatory, and contractual requirements, including the City's nondiscrimination, living wage, and prevailing wage requirements.
Budget/Fiscal Impact: This expenditure will impact the FY2027 budget. Funding for the $55,870.00 purchase order is available in the FY2027 Fire Services budget.
