Mayor John Hieftje called the regular session of the Ann Arbor City Council to order at 7:10 p.m. in the City Hall Council Chamber, 100 N. Fifth Ave, Ann Arbor, Michigan.
Council stood for a moment of silence.
Mayor Hieftje led Council in the recitation of the Pledge of Allegiance.

ORGANIZATION OF NEW COUNCIL
APPOINTMENT OF COUNCIL COMMITTEES
Councilmember Higgins moved, seconded by Councilmember Suarez, that the appointment of Council committees be moved to the end of the meeting.
On a voice vote, the Mayor declared the motion carried.
ADOPTION OF COUNCIL RULES
Councilmember Higgins moved, seconded by Councilmember Suarez, that the adoption of Council Rules be moved to the end of the meeting.
On a voice vote, the Mayor declared the motion carried.
INTRODUCTIONS
PROCLAMATION: BUY LOCAL FIRST WEEK DECEMBER 4 - 10, 2006
Mayor Hieftje read a proclamation proclaiming the week of December 4th through the 10th as Buy Local First Week. He encouraged all Ann Arbor residents to choose the future we want to see with every purchase we make. Bob Deskola was present to accept the proclamation. (A copy of the proclamation is on file in the City Clerkâs Office.)

Mayor Hieftje read a proclamation commemorating the Reverend Dr. Albert J. Lightfoot, a dedicated leader and community servant. Reverend Lightfoot was the pastor and founder of New Hope Baptist located on Chapin Street. December 1, 2006 was proclaimed as a day to honor the life of Dr. Albert J.
