Attached for your review and approval, please find a resolution to approve a construction contract between the City of Ann Arbor and Toebe Construction LLC in the amount of $711,959.00 for the East Huron River Retaining Wall Replacement and Road Reconstruction Project (RFP 26-02).

E. Huron Drive has been experiencing severe erosion problems and retaining wall failure along the north side of the road between Chalmers Drive and Riverside Drive, leading to the settlement and cracking of the road surface. The scope of this project includes replacement of the existing non-functional retaining wall with a mechanically stabilized earth retaining wall and reconstruction of the roadway. Replacement of the retaining wall is urgent to prevent further failure of the embankment supporting the road.

The construction of the project is scheduled to begin in March or April of 2026 and continue through June 2026.

Engineering staff supervised the creation of plans and contract documents and bid the project through the City's Procurement Unit. On January 22, 2026, seven (7) proposals were received for this work. A selection committee comprised of Public Services staff reviewed the proposals and determined which bidder was the Best Value based on the criteria in ORD-21-41:

After reviewing and scoring the proposals, staff ranked the responding firms in the following order:

2. Z Contractors
3. E.T. MacKenzie Company
4. Fonson Company
5. Erie Construction
6. Major Contracting
7. Highland Services
