DDA staff recommends increasing the North Main Street Transportation Cost Share total to include contingency funding, increasing the DDA’s funding commitment by $4,300 from $258,000 to $262,300.
Background
The DDA Board approved a cost-sharing agreement with the City of Ann Arbor for the North Main Street Transportation Study on September 3rd, 2025. The DDA agreed to contribute 43% ($258,000) of the total study cost.
Including a 10-12% contingency on all contracts is standard protocol. The cost share agreement was drafted and executed without a contingency. The City is now requesting the inclusion of a small contingency to close out the project. If approved, the total cost-sharing commitment would be increased by $10,000, with the DDA’s portion at 43% or $4,300.
Budget/Fiscal Impact
The DDA’s portion of the cost allocation for this contract will increase by $4,300 for a total of $262,300. The funding capacity for this contract is available in the approved DDA capital budget.

Whereas, On September 3, 2025, the DDA Board approved a cost-sharing agreement with the City of Ann Arbor for the North Main Street Transportation Study, not to exceed $258,000;
Whereas, The City is now requesting a $4,300 increase in the DDA’s funding commitment;
Whereas, Funding for the increase is included in the approved capital budget of the DDA TIF Fund;
Whereas, This value change can be made without an amendment to the original agreement;
RESOLVED, That the DDA Board approves modifying the cost sharing commitment with the City of Ann Arbor from $258,000 to $262,300 from the DDA TIF Fund;
RESOLVED, That the Executive Director be authorized to take necessary administrative actions to implement this resolution.
