Memorandum
This memorandum and resolution requests approval of Amendment No. 3 in the amount of $176,117.87 to the General Services Agreement for electrical and instrumentation support services with Utilities Instrumentation Service (UIS). Council approved a General Services Agreement for $120,000.00 with UIS in September 2019 as part of Resolution No. R-19-424 and Amendment No. 1 for $1,280,000.00 in March 2020 as part of Resolution No. R-20-073 to complete the Filter Pipe Gallery Emergency Repairs Project. Council approved Amendment No. 2 for $160,000.00 in October 2020 as part of Resolution R-20-398 to provide additional electrical and instrumentation support services to the Water Treatment Services Unit (WTSU).
The city currently has a services contract with UIS that includes electrical and instrumentation services for the Water Treatment Services Unit (WTSU) to repair, replace, calibrate and troubleshoot instrumentation and valve controls at the city's water treatment plant, two (2) hydroelectric dams and two (2) recreational dams.
In September 2019, the City of Ann Arbor (City) Water Treatment Plant (WTP) experienced a power outage which caused the failure of a main breaker and flooding a portion of the WTP's filter pipe gallery. The work was completed as part of Amendment No. 1 and included repair and replacement of 16 of the 26 filters' control and monitoring equipment that were significantly damaged by the flood. Completion of this work restored automated controls to the filter process which is necessary to meet operational needs and regulatory compliance.
