Resolution to Approve the Installation of Traffic Calming Devices on Scio Church Service Drive
Memorandum
Attached for your consideration is a resolution approving the installation of traffic calming devices on Scio Church Service Drive, from Seventh Street to Chaucer Drive. If approved, the installation and related construction: (1) should to take place during the 2019 construction season, (2) would be performed by the City's contractor for the 2019 Annual Local Street Resurfacing Project, and (3) would be paid for from the approved FY 2019 Traffic Calming Budget. The final traffic calming plan includes 2 speed humps and a raised crosswalk (see attached).
This work has the public support contemplated by the City's Traffic Calming Program. The project began when residents of the project area sent the City a petition in 2017. After an initial City study, public meetings followed on February 28, 2019 (orientation and workshop) and March 22, 2019 (on-site meeting, includes walking the length of the study street), in accordance with City processes. The City also sent questionnaires to each address in the project area as well as the final plan. The City also polled residents in the project and found the necessary level of support based on the Program criteria (greater than 50% of the returned final polls support the plan). In particular, of the 11 valid addresses in the project area, all 3 of the responses received supported the final plan.
Budget/Fiscal Impact: $12,000.00 is included in the approved FY2019 Engineering Local Street, Traffic Calming Budget.
