Resolution to Approve Amendments to the Council Rules
Memorandum
The Council Administration Committee distributed the attached proposed amendments to Council Rules as a communication item on the May 15, 2023 Council Agenda with the intent to sponsor a Resolution to Approve Amendments to Council Rules on the June 5, 2023 Council Agenda.
These amendments to Council Rule 7 will extend the time that speakers can contact the City Clerk’s Office to be placed in random order within the prioritized speaking categories from 8 a.m. to 4 p.m., instead of 8 a.m. to 1 p.m. Between 4 p.m. and 5 p.m. speakers will be placed at the end of the applicable prioritized speaking category in the order received. Previously speakers who contacted the City Clerk’s Office in the afternoon were placed at the end of the entire list of speakers.
These Council Rule amendments were recommended by the Council Administration Committee on May 9, 2023.

Whereas, It is a goal of the City Council to improve the way Council works together as a body, modeling civil discourse for our community, building trust in local government, and ensuring meetings are accessible to the public; and
Whereas, The Council Administration Committee has recommended revisions to City Council Rule 7 - Addressing Council During Meetings to extend the time that speakers can contact the City Clerk’s Office to be placed in random order within the prioritized speaking categories until 4 p.m., and then speakers who contact the City Clerk’s Office between 4 p.m. and 5 p.m. will be placed at the end of the applicable prioritized speaking category in the order received;
RESOLVED, That the City Council adopts the attached amendments to the Rules of the Council.
