Attached for your review and consideration, please find a resolution to approve a contract between the City of Ann Arbor and the Michigan Department of Transportation (MDOT) for the construction phase of the FY 2025 Traffic Signal Upgrade Project. The agreement prescribes the cost sharing of the construction, as well as each party's rights and responsibilities, and is required for the project to receive its share of federal funding from the Federal Congestion Mitigation and Air Quality Improvement Program (CMAQ).

The project includes traffic signal upgrades at approximately 15 locations citywide:

* Plymouth & Huron Parkway
* Plymouth & Nixon
* Plymouth & Broadway
* Broadway & Swift
* Maple & Dexter
* Maple & Maple Village
* Maple & Liberty
* Fuller & Huron HS
* Fuller & Fuller Ct. (south)
* Fuller & Fuller Ct. (north) & Bonisteel
* Fuller & Cedar Bend
* Fuller & Maiden Lane
* Stadium & Packard
* Stadium & Henry
* Main & Scio Church
* Ellsworth & Varsity
* Eisenhower & Boardwalk

Upgrades will include mast arms, controllers and cabinets, detection, countdown pedestrian signals, accessible pedestrian signal system, push buttons, backplates, concrete sidewalk, curb ramps, street lighting, permanent signing and pavement markings; and all related necessary work.

Completed plans were submitted to MDOT in June of 2025, and the project will be advertised for November 7, 2025, MDOT bid letting. This memorandum and resolution were prepared prior to the letting date, so bid prices were not available. MDOT will award a contract to the qualified low bidder and administer the contract. The City will act as the Project Engineer.
