Memorandum
The attached ordinance proposes amendments to the City's Unified Development Code to require Electrical Vehicle (EV) parking infrastructure as part of any City Council approved site plan. The proposed changes were developed with community volunteers from the Energy Commission and in partnership with the Office of Sustainability

Generally, the ordinance adds a requirement that the necessary vehicular parking provided on a site must be comprised, by designated percentages, of three types of EV Parking spaces:

* EVCS-C - EV Capable - These are spaces that are supported by dedicated electrical service panel capacity and raceway (pipe or conduit) leading to parking spaces. These spaces are installed at the time of construction to provide easier adaptability and expansion of EV parking spaces in the future.
* EVCS-R - EV Ready -These are spaces that meet all of the EV-C provisions, but additionally include the conductor wires with an outlet to provide power ready access for EV vehicles or future charging stations.
* EVCS-I - EV Installed - These are spaces that include the installation of a EV charging station and are fully accessible and ready for use by EV vehicles.

The proposed amendments also identify minimum design standards including signage, definition of minimum EV charging station specifications, and specific inclusion of barrier free parking spaces to provide such infrastructure. The proposed ordinance also adds the corresponding definitions.
