Resolution to Adopt the DDA Parking Contract Policy

Subject: Parking Contract Policy.
The DDA is establishing a policy governing parking contracts. Previously the DDA made parking contract decisions using the Long-Term Permit Policy adopted by the Board in 2017. When the City of Ann Arbor eliminated parking minimums in 2022 the 2017 policy became obsolete.
The policy affirms the operation of the parking system in service of DDA and City goals and values. The policy sets a baseline expectation for potential requestors and establishes a process by which requests can be made.

Whereas, The DDA is responsible for establishing policies to govern its administration of the parking system;
Whereas, The DDA wishes to establish a policy governing parking contracts:
Whereas, The DDA manages the parking system in support of DDA and City goals and values, recognizes the importance of having parking available for a range of users, and acknowledges a benefit in limiting long-term parking contracts;
Whereas, The policy outlines the DDA Boards intent to avoid long term parking contracts except in very limited circumstances and establishes a process for the DDA Board to receive requests;
RESOLVED, The Ann Arbor Downton Development Authority Board adopts the Parking Contract Policy, effective August 5, 2026.
