Title

An Ordinance to Amend the Zoning Map of Chapter 55 (Unified Development Code), 0.11 Acre from P (Parking) to C1 (Local Commercial), 1007 Woodlawn Ave Rezoning (CPC Recommendation: Approval 7 Yes, 0 No.)

Memorandum

Approval of this ordinance will change the zoning designation of a 4,791-square foot parcel on the north side of Woodlawn Avenue near Packard Street from P (Parking) to C1 (Local Commercial). This P district has been in place since at least 1963 when the P district was historically used to separate commercial zoning districts from residential zoning districts before the adoption of Landscaping, Screening, and Buffering requirements such as vehicular use area interior landscaping or conflicting land use buffers.

 

The west side of Packard St between Dewey Ave and Woodlawn Ave currently contains the Argus Farm Stop Packard Cafe, Relax Station, Zen Buddhist Temple, and Argus Farm Stop Packard Market. A recently approved land transfer redistributed 1007 Woodlawn to the adjacent lots east (owned by the Argus Farm Stops) and north (owned by the Zen Buddhist Temple). (Changes to the parcel map do not change zoning boundaries, which can only be done by an ordinance to amend the zoning map being part of Chapter 55, Unified Development Code.) The proposed rezoning will make the entire commercial area on this block consistently zoned C1.

 

The Planning Commission recommended approval of the rezoning on August 5, 2025 and waived the Area Plan requirement.
