Resolution Approving a Cost-Sharing Contract (No. 17-5486) with the Michigan Department of Transportation (MDOT) to Facilitate Federal Funding of Preventative Maintenance on South State Street

Attached for your review and consideration, please find a resolution to approve a cost-sharing contract between the City of Ann Arbor (City) and MDOT to facilitate federal funding for preventative maintenance on South State Street, between Ellsworth Road and I-94. Among other things, the proposed contract allocates shared costs of the construction, and describes each party's rights and responsibilities.
As background, this contract will facilitate the City's Capital Improvements Plan, and, in particular, Project TR-SC-19-01, which includes resurfacing South State Street between Ellsworth Road and I-94, and Research Park Drive from State Street easterly approximately 500 feet.
The project includes removing the top of the existing pavement, placing hot-mix asphalt, intermittent concrete curb and gutter removal and replacement, constructing minor drainage improvements, restoring disturbed areas, and placing pavement markings. At least one lane of vehicular traffic will be maintained in each direction on South State Street throughout construction. Research Park Drive traffic will be detoured as needed. Pedestrian traffic will be maintained, and/or detoured as required.
The City submitted completed plans for the project to MDOT in July 2017, which were advertised in November and are being bid in December. MDOT plans to award a contract to the qualified low bidder and will administer the contract, with the City acting as project engineer. Construction is expected to continue from early-May 2018 through mid-June 2018.
Budget/Fiscal Impact
The estimated project cost is $762,500.00, an estimated $557,400.00 of which is construction costs. The City expects $362,500.00 in federal funds to offset construction costs. The City will fund the remainder of t...
