Resolution to Approve Amendments to Housing Choice Voucher Administrative Plan Chapters 17 Project-Based Voucher (PBV), 18 Rental Assistance Demonstration (RAD) PBV and 19 Special Purpose Vouchers.
Memorandum
AAHC contracts with Nan McKay to provide regular updates to the Housing Choice Voucher Administrative Plan. On October 29th, Nan McKay released an updated admin plan to capture several new regulations implemented by HUD.
Attached is an Administrative Plan Guide for Chapter 17: Project Based Voucher (PBV), Chapter 18: Rental Assistance Demonstration (RAD) Project-based Voucher and Chapter 19: Special Purpose Voucher (SPV). This document describes a summary of the policies and procedures implemented to administer the PBV, RAD PBV, and SPV program.
These program regulation changes must be included in the agency's Administrative Plan, which describes the policy and procedure for administering the Housing Choice Voucher program. Amendments to all chapters include edits to grammar and technical changes. The most significant changes to Chapter 17 include: adding language that allows the PHA to increase it's PBV program cap to 30 percent for units designated to Family Unification Program for Youth/Foster Youth Initiative Vouchers. Significant changes to Chapter 18 include; allowing new tenants to move into RAD PBV units without subsidy.

The most significant changes to Chapter 19 include: adding Foster Youth Initiative Vouchers as a special voucher type. New regulations that increase the income guideline for VASH eligible households to 80% AMI, Allowing VASH participants to move into PBV units without subsidy. Establishing a separate waiting list for the Mainstream Voucher program and remove use of the "residential" preference from applicants who qualify for the program.

Staff recommend the board approved the revised HCV Administrative Plan Chapters 17, 18, and Chapter 19, effective immediately.
