Resolution Ratifying the Issuance of an Emergency Purchase Order to Raynor Overhead Door Corporation for the Repair and Replacement of Overhead Doors at the Materials Recovery Facility and Waste Transfer Station ($48,555.00)
Memorandum
The attached resolution ratifies and approves the emergency issuance of a purchase order to Raynor Overhead Door Corporation for the repair/replacement of 19 overhead doors located at the Materials Recovery Facility (MRF) and Waste Transfer Station (WTS).
The overhead doors at the MRF and WTS are in various states of disrepair, with some that are completely inoperable and stuck in the open position. While these are City owned facilities, maintenance was the responsibility of the previous operator. The City's Safety Division has raised specific concerns over the state of these doors in their recent safety report. Half the doors at the WTS are inoperable and stuck in the open position which creates an immediate safety and security concern, and could subject the City to a permit violation by the Michigan Department of Environmental Quality.
To address the problem in a timely manner, three quotes were solicited and Raynor Overhead Door Corporation provided the lowest responsible proposal. Funding for this work is available in the approved FY 2017 Solid Waste Fund operating budget. The resolution includes a recommended project contingency of $5,000.00 to cover potential change orders to be approved by the City Administrator if necessary.
Raynor Overhead Door Corporation complies with the requirements of the City's Living Wage and non-discrimination ordinances.
