Resolution Directing the Planning Commission to Prioritize Rezoning of the Plymouth and Washtenaw Corridors to TC1

Whereas, In November of 2020, the City Council directed the creation of a transit supportive zoning district to increase housing access and choice, affordability, and options along transit corridors;
Whereas, This district was completed and enacted by the City Council in June of 2021;
Whereas, By November 2022, two areas in the City have now been rezoned to TC1;
Whereas, The TC1 Zoning District restricts the creation or expansion of development that is single story, inclusive of high ratios of automobile parking, and physically arranged in a manner that does not promote multi-modal transportation options to, or between sites;
Whereas, Despite previous direction to consider modifications to the TC1 Zoning District, the City Council desires that the Washtenaw Avenue and Plymouth Road corridors be prioritized for rezoning to TC1 to ensure that future development is consistent with City goals and policies; and
Whereas, The City Council desires that this work be performed as expeditiously as possible, without extraneous steps or process beyond requirements of code to achieve City goals in the most immediate timeframe possible;
RESOLVED, That the Ann Arbor City Council requests that the City Planning Commission consider and make recommendation to the City Council for rezoning property adjacent and near the Washtenaw and Plymouth corridors to TC1; and
RESOLVED, That this proposed action be prioritized above any additional considered modifications to the TC1 Zoning district beyond those identified in Resolution R-22-390.
