Resolution to Put Forward the FY2027 DDA Budget

The budget process established for DDAs by Public Act 57 of 2018 provides that the DDA will prepare a budget for approval of City Council before adoption by the DDA Board.
The City of Ann Arbor's budget process calls for the development of multi-year budgets, however, only one fiscal year budget may be adopted at a time by State law. FY27 is the 2nd year of the City's two-year budget cycle.
The DDA Board reviewed the Draft FY27 Budget at its February work session. After receiving a presentation of the updated Requested Budget, the Board will be asked to consider a resolution putting this budget forward to the City for inclusion in the City's budget process, including two public hearings to be held in May.
The DDA's Budget will then come back to this Board for final adoption in June.

Whereas, PA 57 of 2018 requires that the Director of the Authority will prepare and submit for the approval of the DDA Board a budget for the operation of the Authority for the ensuing fiscal year;
Whereas, The statute also requires that the budget be prepared in the manner and contain the information required of municipal departments;
Whereas, The DDA has submitted its FY26-FY31 capital improvement items for inclusion in the City of Ann Arbor's Capital Improvement Plan as required by City Ordinance, and has submitted updated plans for FY27, and that Plan has been approved by the Planning Commission for inclusion in the FY27 Budget;
Whereas, The DDA Board held a work session to review the draft FY27 Budget, and also received a presentation on the requested FY27 Budget;
Whereas, Before the budget may be adopted by the Board, the statute requires that it be approved by the governing body of the municipality;
RESOLVED, The DDA Board authorizes DDA staff to put forward the FY27 Budget to City staff for inclusion in the City's Budget Document, and for consideration by City Council at their May public hea...
