Resolution to Align City Operations with Vision Zero and 2030 VMT Reduction Targets

Whereas, In 2021 City Council adopted Moving Together Towards Vision Zero, a Comprehensive Transportation Plan (the Vision Zero Plan), with the primary values of safety and sustainability;
Whereas, The Vision Zero Plan establishes two north star goals 1) eliminate all fatalities and serious injuries from crashes on Ann Arbor's streets by 2025 and 2) create a carbon-neutral transportation system by 2030;
Whereas, In 2020 City Council adopted the A2ZERO Carbon Neutrality Plan that sets a goal of city-wide carbon neutrality by 2030 and whose success depends upon the City reducing its car trips by at least 50% by 2030;
Whereas, The January City Administrator's report indicates that in 2024, Ann Arbor had 14 serious injuries and 1 fatality involving vulnerable road users;
Whereas, In 2023, Ann Arbor recorded approximately 1.11 billion vehicle miles traveled (VMT), while our target-reflecting a 50% reduction-would be approximately 561 million VMT.
Whereas, Achieving these ambitious goals requires coordinated effort across City departments and in interactions with local institutional partners and a true realignment of resources;
Whereas, The Ann Arbor Transportation Commission passed a resolution in February 2025 urging stronger collaboration between the City of Ann Arbor and Ann Arbor Public Schools (AAPS) to support the development of school site plans that better align with the City's climate and transportation goals;
RESOLVED, That Ann Arbor City Council hereby reaffirms its commitment to achieving zero serious injuries or deaths on City roads by 2025 and reducing vehicle miles travelled (VMT) by 50% by 2030; and
