Resolution to Approve a Contract with Done-Rite Contractors up to ($627,900)
Memorandum
The Ann Arbor Housing Commission Procurement Policy requires the AAHC to use a sealed bid process for contracts that are expected to exceed $150,000. A scope of work was initially created to remove and replace the collapsed sewer lines at 1508 Broadway. The scope of work requires water to be shut-off for an extended period of time and therefore tenants must be relocated during construction. The scope was expanded to include replacement of the sewer lines, water pipes and electrical wires in the walls and ceiling, and the addition of energy efficiency upgrades, and replacement of flooring, lighting and HVAC.
The AAHC worked with the City of Ann Arbor Procurement Office to publish the Invitation to Bid, respond to contractor questions, compile the bids and award the bid. Seven contractors showed up at the required pre-bid meeting and did a walk-through of all the units. Only 1 contractor submitted a bid and that was Done-Rite Contracting for $627,900.
The City of Ann Arbor approved $500,000 for the scope of work, which included $200,000 for work related to solar installation and conversion to electric appliances and systems. The bid package did not include solar installation, so $100,000 must be set-aside for the solar. The AAHC can provide $60,000 from the fund balance in 1508 Broadway. Tim Olivier and I will be meeting with the contractor to reduce the scope so that it fits within the funding available.
The AAHC recommends that the board approve the contract with the lowest responsible bidder Done-Rite Contractors, at an amount up to $627,900.
